Simon first qualified in 1982, starting his career in local government planning before moving into consultancy and progressing to a senior level. In 1997, he established Wheatman Planning to offer a service that feels personal, steady, and focused—so clients receive thoughtful guidance, clear next steps, and continuity throughout.
For nearly 30 years, this approach has attracted - and retained - clients across residential development, tourism, and commercial sectors throughout the East of England and beyond.
Clients return because they receive honest, clear advice from someone who understands their business, their land, and their long-term objectives. Simon is also active in the wider planning community, having spoken at industry conferences and contributed to local BBC radio, and he co-founded the RTPI’s East of England Planning Aid Service in the late 1980s.
Whilst we focus exclusively on planning advice, we draw on a trusted network of specialist consultants - including archaeologists, ecologists, sustainability experts, and highway engineers - when projects need that extra depth.
As we move into 2026, we have residential schemes in progress with a combined Gross Development Value of £120 million, alongside holiday park projects supporting 70 additional static caravan pitches.
